It would be Victor's "fatherly" duty to make his "son" happy. The image kinda relates to God creating Eve for Adam. Then again, Victor is an evil God... so even if he should, he wouldn't succeed, intentionally or by accident
By doing it, victor would just add an other mistake to his list. Monster is hypocrite to ask for someone else to suffer as much as he did, but victor should explain to monster how wrong his idea is. Obviously victor understands that a creaturette is not a good idea too late, as usual... And this will make everything worst. Even though frankenstein is a scientist, he is really incoherent.
